Statement from Dr Denis Mukwege \u2013 17 May 2016
After Beni Massacres, “peace cannot be achieved at the expense of justice.”<\/strong><\/p>\n\n\n\n

(Bukavu, DRC) Since early May, more than 50 people have been brutally massacred in Beni, in North Kivu Province, in eastern Democratic Republic of Congo. Since October 2014, the death toll in Beni has risen to more than 600. Photographs of these atrocities of masses are unbearable: pregnant women disemboweled, mutilated infants, human beings trussed up and their throats slit with a knife.<\/p>\n\n\n\n

From the bottom of my heart, I extend my heartfelt and deepest condolences to all the families affected by this despicable barbarity, and also to all my countrymen and to all friends of the Congo who know victims of the atrocities committed in Beni, Lubero, Rutshuru, and elsewhere.<\/p>\n\n\n\n

Our hearts are profoundly affected by the injuries related to the armed conflicts in the region; the crimes and barbaric atrocities occurring in the Eastern DRC for 20 years appear to be resurgent. The population feels abandoned and left to fend for themselves.<\/p>\n\n\n\n

The blood of our Congolese sisters and brothers must stop flowing into the streets. Nothing can justify such cruelties, these are men and women and children, and their deaths are not simple news items. Their lives matter. <\/p>\n\n\n\n

More than 2000 kilometers from Beni, our leaders are creating a political empasse, through a false battle around the interpretation of our constitution. The apparent objective is the perpetuation of chaos in order to preserve the privileges of certain people close to those in power. Meanwhile in Beni, evil continues striking our villages leaving behind terror, chaos, blood, and houses aflame.<\/p>\n\n\n\n

The Congolese are frustrated, hurt and humiliated. They are demanding more accountability and efficiency on the part of those who govern them. They are mobilizing to achieve the long-awaited, and promised, change.<\/p>\n\n\n\n

Delaying tactics and an apparent intent to thwart elections occurring within the timeframe set forth in the constitution, creating a \u2018glissement\u2019 or \u2018slippage.\u2019 This is extremely dangerous and a violation of the 2277 resolution of the UN Security Council and the principles of the 2007 African Charter on Democracy, Elections and Governance. This glissement would only prolong the suffering of the Congolese people, to better secure and continue to exploit its resources without accountability.<\/p>\n\n\n\n

The definitive solution to the problems plaguing the DRC requires holistic consideration of evil, and the awakening of the patriotic consciousness of the Congolese people. Then the overhaul of the State must establish and enforce laws that embrace human rights and governance oriented to the satisfaction, and in the best interest of all the people. In short, a radical change must occur. The Congolese people must be at the forefront of national sovereignty.<\/p>\n\n\n\n

I appeal once again to the international community to implement its responsibility to protect civilians in the heart of the Great Lakes region, where truth and justice have been sacrificed on the altar of peace. We have waited too long, because until now we have neither peace nor justice.<\/p>\n\n\n\n

As the massacres in eastern Congo illustrate, peace cannot be achieved at the expense of justice. I am reminded of the words Dr. Martin Luther King, Jr. wrote in 1963, that “justice too long delayed is justice denied.” Peace can only be achieved where civil and human rights, in concert with economic development and education, and justice, are recognized by our government and the international community. <\/p>\n\n\n\n

En ce d\u00e9but de mois de mai, plus de 50 personnes ont \u00e9t\u00e9 sauvagement massacr\u00e9es dans le Territoire de B\u00e9ni, dans la Province du Nord Kivu, \u00e0 l\u2019Est de la R\u00e9publique D\u00e9mocratique du Congo. Depuis octobre 2014, le bilan s\u2019\u00e9l\u00e8ve \u00e0 plus de 600 morts ! Les images de ces atrocit\u00e9s de masses sont insupportables: des femmes enceintes \u00e9ventr\u00e9es, des b\u00e9b\u00e9s mutil\u00e9s, des \u00eatres humains ligot\u00e9s et \u00e9gorg\u00e9s \u00e0 l\u2019arme blanche. <\/p>\n\n\n\n

Du fond de mon c\u0153ur, j’adresse mes condol\u00e9ances les plus sinc\u00e8res et attrist\u00e9es \u00e0 toutes les familles frapp\u00e9es par cette barbarie ignoble, et aussi \u00e0 tous mes compatriotes et \u00e0 tous les amis du Congo qui s’identifient aux victimes de B\u00e9ni, de Lubero, de Rutshuru et d\u2019ailleurs.<\/p>\n\n\n\n

Nos c\u0153urs sont profond\u00e9ment meurtris, et nos blessures li\u00e9es aux conflits arm\u00e9s r\u00e9currents dans la r\u00e9gion ; les crimes et barbaries qui s\u00e9vissent dans l’Est de la RDC depuis 20 ans refont surface avec une nouvelle intensit\u00e9. La population a le sentiment d’\u00eatre abandonn\u00e9 et livr\u00e9 \u00e0 elle-m\u00eame. <\/p>\n\n\n\n

Le sang des Congolais doit cesser de couler. Rien ne saurait justifier de pareilles cruaut\u00e9s qui passent dans l\u2019actualit\u00e9 comme de simples faits divers. Chaque vie compte.
Alors que nos gouvernants organisent une impasse politique et se livrent, \u00e0 plus de 2000 km de B\u00e9ni, \u00e0 une fausse bataille d’interpr\u00e9tation de notre Constitution qui constitue en r\u00e9alit\u00e9 une d\u00e9marche bassement politicienne ayant pour objectif de perp\u00e9tuer un chaos organis\u00e9 visant la pr\u00e9servation des privil\u00e8ges de quelques proches du pouvoir, le mal court, traverse nos villages laissant, derri\u00e8re lui, terreur, chaos, sang et maisons en feu.<\/p>\n\n\n\n

Les Congolais sont exasp\u00e9r\u00e9s, meurtris et humili\u00e9s.  Ils r\u00e9clament plus de responsabilit\u00e9 et d’efficacit\u00e9 de la part de ceux qui les gouvernent. Ils se mobilisent pour parvenir au changement tant attendu.<\/p>\n\n\n\n

Les man\u0153uvres dilatoires ayant pour projet apparent d\u2019hypoth\u00e9quer l\u2019organisation des \u00e9lections dans les d\u00e9lais constitutionnels pr\u00e9parent un \u00ab glissement \u00bb extr\u00eamement dangereux et une violation de la r\u00e9solution 2277 du Conseil de S\u00e9curit\u00e9 des Nations Unies et des principes de la Chartre Africaine de la d\u00e9mocratie, des \u00e9lections et de la gouvernance, qui entrainerait une prolongation des souffrances du peuple congolais, en vue de mieux l’assujettir et continuer \u00e0 exploiter ses ressources sans redevabilit\u00e9.<\/p>\n\n\n\n

La solution d\u00e9finitive  de la RDC requiert une prise en compte holistique du mal congolais, qui passera d’abord par l’\u00e9veil de la conscience patriotique du peuple, ensuite par la refondation de l’Etat, et enfin par l\u2019instauration d\u2019un \u00e9tat de droit respectueux des droits humains et une gouvernance orient\u00e9e vers la satisfaction de l\u2019int\u00e9r\u00eat g\u00e9n\u00e9ral : en bref, un changement radical de l’actuel syst\u00e8me. Pour y arriver, l’acteur principal reste le peuple congolais qui doit s\u2019assumer en tant que d\u00e9tenteur primaire de la souverainet\u00e9 nationale.<\/p>\n\n\n\n

J’en appelle, une fois encore, \u00e0 la communaut\u00e9 internationale pour mettre en \u0153uvre sa responsabilit\u00e9 de prot\u00e9ger les populations civiles au c\u0153ur de la r\u00e9gion des Grands Lacs, o\u00f9 la v\u00e9rit\u00e9 et la justice ont \u00e9t\u00e9 sacrifi\u00e9es sur l’autel de la paix que nous attendons depuis trop longtemps, car jusqu\u2019\u00e0 ce jour nous n’avons ni la paix, ni la justice. <\/p>\n\n\n\n

Ces derniers massacres commis \u00e0 l\u2019Est du Congo illustrent \u00e0 suffisance, h\u00e9las, que la paix ne saurait s’obtenir au d\u00e9triment de la justice.  Je me rappelle les mots \u00e9crits en 1963 par le Dr. Martin Luther King, Jr.: \u00ab Une justice trop tardive est un d\u00e9ni de justice \u00bb. La paix ne peut \u00eatre atteinte que lorsque le respect des droits humains et des libert\u00e9s fondamentales, allant de pair avec un d\u00e9veloppement \u00e9conomique et l\u2019acc\u00e8s \u00e0 l\u2019\u00e9ducation et \u00e0 la justice pour tous, seront reconnus par notre gouvernement et la communaut\u00e9 internationale.<\/p>\n\n\n\n
