C\u2019est une grande source d\u2019inspiration pour moi d\u2019\u00eatre aujourd\u2019hui \u00e0 vos c\u00f4t\u00e9s, femmes et hommes \u00e9pris de paix, de justice et de libert\u00e9. Chaque jour, nous luttons \u00e0 travers le monde pour la promotion et la protection des droits humains, dans des r\u00e9gions o\u00f9 bien souvent l\u2019arbitraire et l\u2019oppression r\u00e8gnent, et o\u00f9 la paix, la justice et la libert\u00e9 repr\u00e9sentent des id\u00e9aux \u00e0 atteindre. Chaque jour, nous sommes confront\u00e9s \u00e0 la violence et \u00e0 la folie humaine, mais nous r\u00e9pondons par l\u2019amour et nous gardons l\u2019espoir des lendemains meilleurs.<\/p>\n\n\n\n

Nous sommes d\u2019accord avec le slogan du Forum: une \u00e9tincelle peut allumer un feu. Le battement des ailes d\u2019un papillon peut provoquer un ouragan. Chacun de nous peut contribuer \u00e0 l\u2019\u00e9dification d\u2019un monde meilleur. Chacun de nous peut \u00eatre un catalyseur pour le changement.<\/p>\n\n\n\n

A l\u2019Est de la R\u00e9publique d\u00e9mocratique du Congo (RDC), malgr\u00e9 les diff\u00e9rents accords de paix, cens\u00e9s aboutir \u00e0 une transition d\u00e9mocratique en pr\u00e9sence de la plus grande mission de paix des Nations Unies, nous vivons aujourd\u2019hui dans une p\u00e9riode de ni guerre ni paix.<\/p>\n\n\n\n

Nous sommes confront\u00e9s \u00e0 une nouvelle forme de conflits men\u00e9s par une pl\u00e9thore de groupes arm\u00e9s, qui s\u2019apparentent \u00e0 des entreprises criminelles, et qui op\u00e8rent de mani\u00e8re opaque avec la complicit\u00e9 d\u2019hommes d\u2019affaires cupides et sans scrupules sous l\u2019\u0153il indiff\u00e9rent de nos leaders corrompus, qui sacrifient nos terres et nos peuples pour des int\u00e9r\u00eats personnels, dans une \u00e9conomie largement militaris\u00e9e.<\/p>\n\n\n\n

Au d\u00e9but de ce mois, plus de 50 personnes ont \u00e9t\u00e9 massacr\u00e9es dans les Provinces du Nord Kivu et de l\u2019Ituri. Des enfants ont \u00e9t\u00e9 d\u00e9capit\u00e9s et des femmes enceintes \u00e9ventr\u00e9es \u00e0 la machette pr\u00e8s de Beni, \u00e0 proximit\u00e9 d\u2019une base des Forces arm\u00e9es de la RDC et des Forces de la Mission des Nations Unies pour la Stabilisation en RDC, pourtant habilit\u00e9e \u00e0 utiliser \u00ab tous les moyens n\u00e9cessaires \u00bb pour prot\u00e9ger la population civile. <\/p>\n\n\n\n

Les autorit\u00e9s de la RDC n\u2019ont m\u00eame pas r\u00e9agi \u00e0 ces atrocit\u00e9s de masse r\u00e9currentes. Le Congo, ce g\u00e9ant malade, se trouve \u00e0 nouveau \u00e0 un tournant critique: tous les signaux d\u2019alerte sont au rouge! <\/p>\n\n\n\n

Dans un contexte pr\u00e9\u00e9lectoral explosif et incertain, nous assistons \u00e0 une d\u00e9gradation de la situation s\u00e9curitaire et humanitaire et nous observons une d\u00e9rive autoritaire inqui\u00e9tante du pouvoir entra\u00eenant une recrudescence du nombre de violations des droits humains et une restriction de l\u2019espace des libert\u00e9s pour les citoyens, la soci\u00e9t\u00e9 civile et l\u2019opposition.<\/p>\n\n\n\n

La population est livr\u00e9e \u00e0 elle-m\u00eame, et tous les efforts du r\u00e9gime en place semblent r\u00e9sider dans son souhait de s\u2019accrocher au pouvoir en instaurant un climat de peur et en ayant recours \u00e0 diverses man\u0153uvres dilatoires destin\u00e9es \u00e0 cr\u00e9er une impasse politique. L\u2019ordre constitutionnel est en p\u00e9ril, ainsi que la perspective et l\u2019aspiration d\u2019une Nation \u00e0 vivre la premi\u00e8re transition d\u00e9mocratique de son histoire.<\/p>\n\n\n\n

Nous sommes tristement bien plac\u00e9s pour savoir qu\u2019\u00e0 chaque pic de d\u00e9gradation s\u00e9curitaire et d\u2019instabilit\u00e9 politique et institutionnelle correspond un pic dans le nombre de femmes victimes de violences sexuelles. Voici pr\u00e8s de vingt ans que nous traitons les victimes de la violence \u00e0 l\u2019H\u00f4pital de Panzi.<\/p>\n\n\n\n

Depuis lors, nous avons soign\u00e9s plus de 45.000 femmes, de jeunes filles et de b\u00e9b\u00e9s, parfois \u00e2g\u00e9s d\u2019\u00e0 peine 6 mois ! Et nous avons d\u00e9velopp\u00e9 un mod\u00e8le d\u2019assistance holistique qui comprend quatre volets : le m\u00e9dico-chirurgical, le psycho-social, le socio-\u00e9conomique et l\u00e9gal. <\/p>\n\n\n\n

Le mod\u00e8le d\u2019assistance holistique d\u00e9velopp\u00e9 \u00e0 Panzi a commenc\u00e9 \u00e0 \u00eatre dupliqu\u00e9, sous forme de \u00ab One stop center \u00bb ou de \u00ab Guichet unique \u00bb, dont l\u2019objectif est d\u2019int\u00e9grer tous les besoins li\u00e9s \u00e0 la sant\u00e9 de la femme dans sa globalit\u00e9 au sein du syst\u00e8me de soins de sant\u00e9 primaires. La plus-value de notre syst\u00e8me est sa vocation \u00e0 ins\u00e9rer la sant\u00e9 mentale dans le syst\u00e8me de sant\u00e9 de soins primaires existants.<\/p>\n\n\n\n

Notre strat\u00e9gie vise \u00e0 transformer la souffrance en force, transformer la peine en pouvoir, et d\u2019outiller les femmes pour d\u00e9velopper leur capacit\u00e9 \u00e0 devenir autonomes \u00e0 leur sortie. Et nous constatons avec satisfaction que de nombreuses femmes, apr\u00e8s quelques semaines ou mois de traitement, d\u2019accompagnement et de renforcement de capacit\u00e9s, deviennent de v\u00e9ritables activistes des droits humains, prot\u00e9geant non seulement leurs droits, mais aussi ceux de leurs enfants et de leurs communaut\u00e9s, faisant d\u2019elles des leaders dans leur milieu et des v\u00e9ritables catalyseurs pour un changement radical du syst\u00e8me oppressif de notre soci\u00e9t\u00e9 en perte de valeurs. Nous pensons que la r\u00e9volution morale viendra par ces femmes. <\/p>\n\n\n\n

Je souhaite partager avec vous l\u2019histoire d\u2019une femme qui m\u2019a fort boulevers\u00e9. Apr\u00e8s avoir \u00e9t\u00e9 viol\u00e9e et contamin\u00e9e par le VIH, devenue veuve suite \u00e0 l\u2019assassinat de son mari, Rose va \u00eatre prise en charge par l\u2019H\u00f4pital pour le traitement du Sida. A son admission, cette femme adulte pesait \u00e0 peine 30 kilos, et son pronostic vital \u00e9tait en jeu. Elle \u00e9tait hant\u00e9e par la mort, angoiss\u00e9e \u00e0 l\u2019id\u00e9e de laisser ses enfants orphelins de p\u00e8re et de m\u00e8re. Apr\u00e8s avoir \u00e9t\u00e9 entour\u00e9e d\u2019amour et de soins appropri\u00e9s, elle a repris doucement. <\/p>\n\n\n\n

A la sortie de l\u2019H\u00f4pital, elle a \u00e9t\u00e9 ins\u00e9r\u00e9e dans un programme de coupe et couture et d\u2019agriculture. Au bout de 5 ans, Rose est venue nous pr\u00e9senter \u00e0 Panzi ses enfants qui sont d\u00e9sormais scolaris\u00e9s ; elle a pu s\u2019acheter sa maison gr\u00e2ce \u00e0 la vente de boutures de manioc, et elle \u00e9valua, avec un sourire de satisfaction au bout des l\u00e8vres, son capital \u00e0 10.000$, alors que le micro-cr\u00e9dit qu\u2019elle avait re\u00e7u s\u2019\u00e9levait \u00e0 50$ ! Quelle r\u00e9silience, quelle force !<\/p>\n\n\n\n

Pour mettre fin au viol des femmes \u00e0 l\u2019Est du Congo, il faut enrayer la violence et consolider le chemin de la paix et la d\u00e9mocratie. Il faut briser le silence et l\u2019indiff\u00e9rence qui ont trop longtemps pr\u00e9valu. Il faut mobiliser les hommes contre les violences faites aux femmes. Il faut transf\u00e9rer le stigma qui p\u00e8se sur les victimes sur les \u00e9paules et la conscience de leurs bourreaux. Il faut lutter contre l\u2019impunit\u00e9 pour tous ces crimes qui choquent la conscience de l\u2019humanit\u00e9 et utiliser tous les m\u00e9canismes de la justice transitionnelle : poursuites nationales et internationales, r\u00e9parations individuelles et collectives, assainissement des institutions et des services publics, m\u00e9canismes d\u2019\u00e9tablissement de la v\u00e9rit\u00e9.<\/p>\n\n\n\n

Pour mettre fin au viol des femmes \u00e0 l\u2019Est du Congo, il faut une r\u00e9elle volont\u00e9 politique de l\u2019Etat congolais qui persiste dans son narratif de d\u00e9ni et il est plus que temps de mettre en \u0153uvre la responsabilit\u00e9 de prot\u00e9ger les populations civiles. Il est crucial que la communaut\u00e9 internationale, le monde diplomatique, les bailleurs de fonds et la justice p\u00e9nale internationale ne laissent plus transgresser les lignes rouges sans r\u00e9agir. <\/p>\n\n\n\n

Pour mettre fin au viol des femmes \u00e0 l\u2019Est du Congo, la dignit\u00e9 humaine doit \u00eatre plac\u00e9e au c\u0153ur des pr\u00e9occupations \u00e9conomiques et financi\u00e8res et il faut couper les liens existants entre les conflits arm\u00e9s et l\u2019exploitation ill\u00e9gale des ressources naturelles, parfois appel\u00e9es \u00ab minerais des conflits \u00bb ou \u00ab minerais de sang \u00bb, dont regorgent la r\u00e9gion o\u00f9 je vis, et dont le monde entier a besoin pour nos technologies modernes. Nous sommes les t\u00e9moins d\u2019une nouvelle forme d\u2019esclavagisme des femmes, mais aussi des enfants qui travaillent dans des conditions inhumaines, et qui sont victimes de toutes sortes d\u2019abus. Les consommateurs que nous sommes doivent \u00eatre inform\u00e9s pour ne pas \u00eatre indirectement associ\u00e9s par nos achats \u00e0 des crimes odieux sans savoir les liens existants entre leurs t\u00e9l\u00e9phones et autres gadgets et l\u2019instabilit\u00e9 en RDC.<\/p>\n\n\n\n

Ensemble, d\u00e9fenseurs des droits humains et d\u00e9cideurs politiques, acteurs \u00e9conomiques et dirigeants de soci\u00e9t\u00e9s, citoyens et consommateurs, hommes et femmes \u00e9pris de paix, de justice et de libert\u00e9, nous pouvons mettre fin \u00e0 la violence sexuelle et construire un monde meilleur pour les g\u00e9n\u00e9rations futures, dans une libert\u00e9 plus grande, o\u00f9 l\u2019\u00e9galit\u00e9 des sexes deviendra une r\u00e9alit\u00e9, dans l\u2019int\u00e9r\u00eat de tous.<\/p>\n\n\n\n

Distinguished guests, ladies and gentlemen:<\/p>\n\n\n\n

It is a great inspiration for me to be among so many women and men committed to peace, justice and freedom. Every day, we struggle around the world for the promotion and the protection of human rights, in regions under the arbitrary rule and oppression where peace, justice and freedom are ideals still to be attained. Every day, we are confronted with violence and human madness, but we respond with love and we hope for a better future. <\/p>\n\n\n\n

We agree with the theme of the Forum: a spark can ignite a fire. The batting of the wings of a butterfly can stir up a typhoon. Each one of us can contribute to the building of a better world. Each one of us can be a catalyst for change. <\/p>\n\n\n\n

In the eastern Democratic Republic of Congo, despite various peace agreements, which were supposed to usher in a democratic transition under the watch of the UNs largest peacekeeping mission\u2014we live today in a period of neither war nor peace. <\/p>\n\n\n\n

It is a new form of conflict involving a plethora of armed groups. Like criminal enterprises, they operate in opacity, with the complicity of unscrupulous businessmen, and the indifference of our corrupt leaders, who sacrifice our land and our people for personal interests, in an economy that is largely militarized. <\/p>\n\n\n\n

At the beginning of this month, more than 50 people were killed in the provinces of North Kivu and Ituri. Children have been decapitated and pregnant women have been disemboweled with machetes near a base of the DRC armed forces and forces of the UN mission for the stabilization of DRC\u2014even though the mission is mandated to use \u201cany means necessary\u201d to protect the civilian population.<\/p>\n\n\n\n

DRC authorities did not even react to these recurring mass atrocities. Congo, this sick giant, is again at a critical turning point: all the signs of alarm are red! <\/p>\n\n\n\n

In a tense and uncertain pre-election context, we are witnessing the degradation of the security and humanitarian situation and a troubling slide of the government towards authoritarianism, which is leading to an increase in the number of human rights violations and restrictions on freedoms for citizens, civil society and the opposition. <\/p>\n\n\n\n

The population is left to fend for itself, and all the efforts of the regime in place seem to reside in its wish to cling to power by creating a climate of fear and using diverse maneuvers intended to create a political impasse. The constitutional order is in peril, as well as the opportunity and aspiration of a nation to experience the first democratic change of government in its history.<\/p>\n\n\n\n

We are sadly very well placed to know that every peak of degradation of the security situation and political and institutional instability matches with a spike in the number of women victimized by sexual violence. <\/p>\n\n\n\n

We have been treating the victims of this violence for nearly 20 years at Panzi hospital.
Since then, we have treated more than 45,000 women, young girls and babies, some as young as 6 months! In addition, we have developed a model of holistic treatment, which includes 4 segments: medico-surgical, psychosocial, socio-economic, and legal. <\/p>\n\n\n\n

The holistic treatment model developed at Panzi has begun to be duplicated, under the form of \u201cone stop center\u201d or \u201cone-stop shop\u201d whose objective is to integrate all the health needs of the woman in the system of primary healthcare. The added value of our system is its dedication in integrating mental health in the existing primary care. <\/p>\n\n\n\n

Our strategy aims to transform suffering into strength, transforming pain into power and to empower the women to develop their capacity to become autonomous when they go out. We have observed with satisfaction that, after several weeks or months of treatment, support and strengthening, numerous women become real human rights activists, protecting not only their rights, but also those of their children and their communities. They become leaders in their community and real catalysts for radical change of the oppressive system gripping our society, which is losing its values. We think that these women will lead the moral revolution. 
I wish to share with you the story of a woman who has greatly moved me. After having been raped and infected with AIDS, having been made a widow following the assassination of her husband, Rose was admitted to the hospital for AIDS treatment. When she was hospitalized, this adult woman barely weighed 30 kg, and her prognosis for survival was uncertain. She was haunted by death, anguished by the thought of leaving her children behind as orphans. After receiving love and adequate care, she began a slow recovery. <\/p>\n\n\n\n

After her discharge from the hospital, she enrolled into a program teaching sewing and agriculture. 5 years later, Rose brought her kids to Panzi Hospital to introduce them to us. They were all in school by then. She was able to buy her house with the money she earned from selling cassava, and with a smile, she estimated her net worth at $10,000\u2014even though the micro credit that she had received was for $50. Such resilience, such strength! <\/p>\n\n\n\n

To end the rape of women in eastern Congo, we must eradicate violence and consolidate the path to path to peace and democracy. We must break the silence in response to the denial and indifference, which have prevailed for too long. We must mobilize men against violence against women. We must transfer the stigma from the victims to the shoulders and the conscience of their aggressors. We must fight against impunity for all these crimes, which shock the conscience of humanity. We must utilize all the tools and mechanisms of transitional justice: prosecutions of perpetrators, at the national and international level, and a reform of public services and institutions, which are mechanisms for the establishment of truth.  <\/p>\n\n\n\n

To end the rape of women in eastern Congo, we need genuine political will from the Congolese government, which persists in its narrative of denial. Furthermore, it is high time we establish the responsibility to protect civilian populations. It is crucial that the international community, the diplomatic world, donors and international criminal justice do not allow the red lines to be crossed without reacting. <\/p>\n\n\n\n

To end rape against women in Eastern Congo, human dignity must be at the heart of economic and financial interests. We must break the existing links between armed conflicts and illegal exploitation of natural resources. Often called \u201cconflict minerals\u201d or \u201cblood minerals,\u201d these resources are abundant in the region where I live, and they power our modern technologies. We are the witnesses of a new form of slavery of women, but also children who work in inhumane conditions and are victims of all forms of abuse. The consumers that we are must be informed so that we are not indirectly associated, through our purchases, to odious crimes. We must be aware of the links between our mobile phones and other devices and instability in the DRC. <\/p>\n\n\n\n

Together, human rights defenders and political decision makers, economic actors and leaders of societies, citizens and consumers, men and women committed to peace, justice and freedom, we can end sexual violence and build a better world for future generations with greater freedom, where equality of sexes will become a reality, in the interest of all.
