{"id":265,"date":"2016-06-19T21:49:00","date_gmt":"2016-06-19T21:49:00","guid":{"rendered":"https:\/\/panzifoundation.org\/?p=265"},"modified":"2025-01-24T13:16:40","modified_gmt":"2025-01-24T13:16:40","slug":"mukwege-end-sexual-violence-in-conflict","status":"publish","type":"post","link":"https:\/\/panzifoundation.org\/mukwege-end-sexual-violence-in-conflict\/","title":{"rendered":"Mukwege: End Sexual Violence in Conflict"},"content":{"rendered":"\n<p><strong>Statement from Dr. Denis Mukwege, 19 June 2016<\/strong><\/p>\n\n\n\n<p>Today we celebrate the first International Day for the Elimination of Sexual Violence in Conflict.<\/p>\n\n\n\n<p>Our thoughts immediately go to all victims, all the women and men, girls and boys, sometimes even babies, who have been abused, tortured, and subjected to rape as a strategy of war. &nbsp;Rape that becomes a widespread or systematic attack against a civilian population on national, political, ethnic or racial grounds is a Crime Against Humanity. Rape is a cost efficient, cruel, inhumane and degrading war strategy deployed in too many modern conflicts.<\/p>\n\n\n\n<p>Rape as a weapon of war should not be confused with rape, or non-consensual sex. It is first and foremost a strategy of humiliation, power, and subjection &#8211; usually committed in public, and targeting civilians. It also covers sexual slavery and forced sterilization. Systemic, orchestrated rapes are often a weapon that forces people from their homes, destroys family life, and the social fabric of entire communities. It aims to destroy the source of life and so, it concerns us all. Rape in conflict leaves evidence behind, including children born of rape, and the lingering horror when rape and gender-based violence metastasize and spread through traumatized communities and societies, their values lost, often for generations.<\/p>\n\n\n\n<p>The first time I testified before the United Nations Security Council on the rapes committed in the Eastern regions of the Democratic Republic of the Congo, a diplomat from one of the permanent members was reluctant to even discuss this issue at the United Nations Security Council.<\/p>\n\n\n\n<p>Since then, progress has been made. There is growing awareness at the global level and a multitude of resolutions have been adopted by the Security Council in the wake of resolution 1325. After a too long silence and a culture of denial, the question has now attracted attention and more and more survivors are aware of their right to justice and their right to access health care safely. &nbsp;<\/p>\n\n\n\n<p>The adoption of this international day sends a strong message: the international community has opened their eyes and calls on each of us, men and women, to take action against this heinous crime. Each of us can make a difference. We can contribute to changes in attitudes to end the crime of rape, which is often presented as the oldest in the history of humanity, but which remains unpunished far too often.<\/p>\n\n\n\n<p>We must redouble our efforts though, to raise awareness among opinion and policy makers. Together we must seek an end to impunity, and pursue justice for the victims of Rape in Conflict subjected to these crimes that shock the conscience of our collective humanity.&nbsp;<\/p>\n\n\n\n<p>The law represents the most effective tool for preventing sex crimes, at home or abroad. The landmark Akayesu case set a legal precedent and created a framework for the law, for policy makers, survivors, and their communities. In recent months, we have been encouraged by the conviction of military officials in Guatemala for acts committed against Mayan women in the early 1980s. The conviction and condemnation of the former President of Chad, Hiss\u00e8ne Habr\u00e9, in Senegal was a welcome victory for both victims and civil society associations, as well as for truth \u2013 and history. International criminal justice should focus on those who orchestrate and oversee these crimes, and on the individual perpetrators. Despite the modest progress made, I remain dismayed by the upsurge of sexual violence during conflict, leaving the overwhelming majority of victims continue to suffer in silence, without benefiting from services which are so much needed to restore their dignity. &nbsp;<\/p>\n\n\n\n<p>It is time to act, to turn words into actions, and to establish a strategy. Concrete actions with real political will further the commitments made at the London Summit, and aid us in seeing an end to sexual violence in times of conflict. It takes a clear and unequivocal commitment by each one of us, in partnership with the international community. We must establish a red line against the use of rape as a weapon of war. We must create a lasting legacy of peace and democracy not one of impunity and indifference.<\/p>\n\n\n\n<p>Dr. Denis Mukwege, PhD<\/p>\n\n\n\n<hr class=\"wp-block-separator\"\/>\n\n\n\n<p><strong>Communiqu\u00e9 de presse du Dr. Denis Mukwege \u00e0 l\u2019occasion de la journ\u00e9e internationale pour l\u2019\u00e9limination des violences sexuelles en p\u00e9riode de conflit<\/strong><\/p>\n\n\n\n<p>Aujourd\u2019hui, nous c\u00e9l\u00e9brons la premi\u00e8re journ\u00e9e internationale pour l\u2019\u00e9limination des violences sexuelles en p\u00e9riode de conflit.<\/p>\n\n\n\n<p>Nos pens\u00e9es vont imm\u00e9diatement \u00e0 toutes les victimes, hommes et femmes, gar\u00e7ons et jeunes filles, parfois m\u00eame des enfants et des b\u00e9b\u00e9s, qui ont \u00e9t\u00e9 abus\u00e9s, tortur\u00e9s, et soumis au viol commis comme une strat\u00e9gie de guerre &#8211; technique cruelle, inhumaine et d\u00e9gradante qui se r\u00e9pand dans de trop nombreux conflits modernes.<\/p>\n\n\n\n<p>Le viol comme arme de guerre ne doit pas \u00eatre confondu avec une relation sexuelle non consentie, car il est commis le plus souvent sur des civils, en public, et de mani\u00e8re m\u00e9thodique, massive et syst\u00e9matique. Les communaut\u00e9s locales sont \u00e9galement victimes d\u2019une pl\u00e9thore de violences sexuelles comme l\u2019esclavage sexuel et les st\u00e9rilisations forc\u00e9es. Il s\u2019agit avant tout d\u2019une strat\u00e9gie d\u2019humiliation, de pouvoir et d\u2019assujettissement. Le viol commis avec extr\u00eame violence vise non seulement \u00e0 d\u00e9truire l\u2019appareil g\u00e9nital de la femme, mais avant tout \u00e0 terroriser la population, \u00e0 la forcer au d\u00e9placement, \u00e0 d\u00e9truire la vie familiale et le tissu social. Il vise donc \u00e0 d\u00e9truire la source de la vie et nous concerne tous. De plus, il continue \u00e0 laisser des traces multiples apr\u00e8s la guerre &#8211; notamment pour tous les enfants issus du viol, lorsque le viol et les violences bas\u00e9es sur le genre se r\u00e9pandent comme des m\u00e9tastases dans des soci\u00e9t\u00e9s traumatis\u00e9es et en perte de valeurs, souvent pour plusieurs g\u00e9n\u00e9rations.&nbsp;<\/p>\n\n\n\n<p>Les cons\u00e9quences du viol commis avec extr\u00eame violence s\u2019apparentent aux effets des armes classiques, voire des armes de destruction massive. La premi\u00e8re fois que j\u2019ai t\u00e9moign\u00e9 devant le Conseil de S\u00e9curit\u00e9 sur les viols commis \u00e0 l\u2019Est de la R\u00e9publique D\u00e9mocratique du Congo, un diplomate d\u2019un des pays membres permanents avait fait remarqu\u00e9 son incompr\u00e9hension \u00e0 d\u00e9battre de cette question au Conseil de S\u00e9curit\u00e9 des Nations Unies.<\/p>\n\n\n\n<p>Depuis lors, des progr\u00e8s ont \u00e9t\u00e9 accomplis : une prise de conscience grandissante gagne l\u2019opinion publique mondiale et le Conseil de S\u00e9curit\u00e9 a adopt\u00e9 plusieurs r\u00e9solutions importantes dans la foul\u00e9e de la r\u00e9solution 1325. Apr\u00e8s un trop long silence et une culture de d\u00e9ni de la r\u00e9alit\u00e9, la question retient \u00e0 pr\u00e9sent l\u2019attention et de plus en plus de survivantes sont inform\u00e9es de leurs droits \u00e0 la justice mais aussi \u00e0 l\u2019acc\u00e8s \u00e0 la sant\u00e9.&nbsp;<\/p>\n\n\n\n<p>L\u2019adoption de cette journ\u00e9e internationale envoie un signal fort: la communaut\u00e9 internationale a ouvert les yeux et interpelle chacun de nous \u00e0 briser l\u2019indiff\u00e9rence, \u00e0 se mobiliser ensemble, hommes et femmes, contre ce crime odieux. Chacun de nous doit se r\u00e9volter face \u00e0 l\u2019inacceptable, et chacun de nous a vocation \u00e0 contribuer au changement des mentalit\u00e9s pour mettre fin \u00e0 ce crime souvent pr\u00e9sent\u00e9 comme le plus vieux de l\u2019histoire de l\u2019humanit\u00e9, mais qui est toujours rest\u00e9 impuni.&nbsp;<\/p>\n\n\n\n<p>Telle est la raison pour redoubler les efforts de lutte contre l\u2019impunit\u00e9 pour ces crimes qui choquent la conscience de l\u2019humanit\u00e9. La justice repr\u00e9sente l\u2019outil le plus efficace pour pr\u00e9venir la r\u00e9p\u00e9tition de ces crimes \u00e0 caract\u00e8re sexuel. &nbsp;Depuis le pr\u00e9c\u00e9dent historique de l\u2019affaire Akayesu lors du g\u00e9nocide au Rwanda, nous avons \u00e9t\u00e9 encourag\u00e9s par la condamnation r\u00e9cente de responsables militaires au Guatemala pour des faits commis contre des femmes Maya au d\u00e9but des ann\u00e9es 80. La condamnation de Hiss\u00e8ne Habr\u00e9 au S\u00e9n\u00e9gal a aussi \u00e9t\u00e9 salu\u00e9e par tous comme une victoire des associations de victimes et de la soci\u00e9t\u00e9 civile sur la v\u00e9rit\u00e9 et l\u2019histoire, et un pr\u00e9c\u00e9dent important sur la base du principe de la comp\u00e9tence universelle. Nous gageons que la justice p\u00e9nale internationale ne va plus s\u2019int\u00e9resser qu\u2019aux simples ex\u00e9cutants ou aux petits poissons car malgr\u00e9 les timides progr\u00e8s enregistr\u00e9s, nous constatons avec effroi une recrudescence de violences sexuelles en p\u00e9riode de conflit et l\u2019\u00e9crasante majorit\u00e9 des victimes continuent de souffrir en silence, sans b\u00e9n\u00e9ficier des soins si n\u00e9cessaires pour la restauration de leur dignit\u00e9.&nbsp;<br>&nbsp;<br>Il est plus que temps d\u2019agir, de transformer les paroles en actes et d\u2019\u00e9tablir une strat\u00e9gie et des actions concr\u00e8tes avec une r\u00e9elle volont\u00e9 politique suite aux d\u00e9clarations faites au Sommet de Londres pour mettre fin aux violences sexuelles en p\u00e9riode de conflit. Il faut un engagement clair et univoque pour que la communaut\u00e9 internationale \u00e9tablisse une ligne rouge contre l\u2019usage du viol et les violences sexuelles utilis\u00e9es comme une arme de guerre.
